As an industry leader in providing
project management for onshore and offshore facilities
and pipelines, AMEC Paragon is frequently called upon
to provide “owner’s engineer” services,
managing entire development projects on behalf of clients.
As owner’s engineer, AMEC Paragon serves as the
client’s project management team throughout a
project, from conceptual study through FEED, detailed
design, procurement, construction, installation, and
start-up.
Operator’s Perspective
Many of AMEC Paragon’s key personnel have worked
for operating companies. As a result, we are able to
maintain an operator’s perspective regarding best
practices for any project. This perspective is an important
factor in our ability to meet clients’ needs in
regard to managing schedule, cost, safety, environmental
stewardship, and communication among all project stakeholders
and contractors.
Comprehensive Suite of Services
Owner’s engineer scope of work typically includes
management of EPC bid requests, evaluation of bids received,
and coordination of EPC contractors’ work throughout
the project. On one large-scale development project
in the Gulf of Thailand, AMEC Paragon’s team managed
more than 20 separate EPC contracts and purchase orders.
In sum, our owner’s engineer suite of services
includes the following:
· Project management
· Comprehensive project planning, scheduling,
and reporting
· Engineering support
· Procurement
· Inspection
· Expediting
· Construction management
· Start-up and commissioning assistance

worldwide. These systems were specifically designed
to be flexible and compatible with various client processes
and systems and are especially relevant to owner’s
